Definition

The value placed on a property by a government authority for the purpose of calculating rates or property taxes. In NZ, councils assess property values (often as part of the Rating Valuation or RV) which include land value, improvements value, and capital value. The assessed capital value is used to allocate council rates rather than being a direct tax on that value.
